The Alcohol Beverage Control (ABC) of the State of California has noble goals. We do not believe they are being fulfilled in Pacific Beach however. Their mission statement reads:

Mission Statement
The mission of the Department of Alcoholic Beverage Control is to administer the provisions of the Alcoholic Beverage Control Act in a manner that fosters and protects the health, safety, welfare, and economic well being of the people of the State.
ABC’s basic principle is “In cooperation with local communities, we will meet our licensing, enforcement and regulatory mandates with honesty, impartiality, and the highest degree of concern for the people of the State.”
