The only way the drinking culture in PB can be changed is if the demographics are changed to unconstitutionally not allow 18-30 year olds to live there. And it is going to get worse for as the numerous colleges in San Diego expand in students from all over the country and beyond the students are going where their peers are-PB.
I've lived here for 17 years and watched the population grow in college age persons here in PB. This is directly due to the growth of the student population. A perfect example is SDSU, which has almost doubled in size in the last 20 years. And this is just one of many colleges and their respective growth here.
One can not get away from the fact PB has been a college town for over 120 years since the engineering college on Mission Blvd was built and the town has never looked back.
Instead of looking at the negative side of a large college population why not the positive? Look at all the cash these people bring to this community? Middle age individuals like myself and older do not spend anywhere near what these young people do and without their disposible cash many businesses, including non-alcohol shops, would be forced to close. And with them the elimination of all the sales and RE taxes which could lead to higher taxes for the rest of us.
